On occasion of the World Tourism Conference in the Philippines, this is the first of three issues showing the eight tourism regions of Portugal at the time: the Green Coast (coastal area from Porto northwards), the Mountains (central and north eastern interior districts), the Silver Coast (between Lisbon and Porto), the Lisbon Coast (around Lisbon and Setúbal), the Plains (mainly the Alentejo region), the Algarve, and the islands of Azores and Madeira.

The set was designed by Alberto Cardoso, lithographed by the Mint on enamelled paper sheets of 5×10 stamps with perforation 12×12½ and a phosphor band, and circulated from 17 September 1980 to 31 August 1989.
